My wife's HBP payback amount is $1666 per year, she only has $1330 RRSP available to pay back towards the HBP this year. Can I transfer some of my RRSP's to her?

No, your wife must use her own contributions to an RRSP for her Home Buyers Plan (HBP) repayment. If she has contributed less than the required repayment amount, the difference will be included in her income on Line 129 as RRSP Income.
