Should I answer yes in the question "Did you move from another province/territory in 2018" If i moved form Ontario to Quebec in December, but didn't work in Quebec?

You need to answer yes if you moved provinces during the year. It doesn't not matter  hat date you moved and if you were working there or not. Taxes are calculated based on where you residence is  on December 31.
