Student's tuition paid was fully refunded. Do you not get a T2202a then?

My wife went to school in September 2017 and withdrew for medical reasons after 2 months or so.

Her tuition paid was fully refunded. So she won't get a T2202a, because her tuition balance is 0, correct? She hasn't gotten one from the school as of now.

Also, is it still okay to submit a T4A for OSAP (which she did receive) when you don't have a T2202a?

If her tuition paid in 2017 was refunded, she will not receive a T2202A for 2017, and cannot claim any deductions or credits related to it.

As a Quebec resident, I am not familiar with OCAP and hesitate to comment on it, but the information on this page may help:
