Tuition

I was told yesterday by one of the moderators that tuition transfer is a locked item , which means upgrade from the free version,  but as you can see below, on mine tuition transfer is not a locked item

After you enter the details for the tuition transfer, you will be prompted to upgrade. Tuition Transfer is no longer covered by the free version.
