Turbotax dropdown choices for billing address are US and CA. I live in Belgium. Therefore cannot complete and submit my return. What to do?

You need a Canadian or US Credit card to pay for TurboTax Online. Or you can use the mobile app and pay using Google Pay/Apple Pay.
