TurboTax will only apply your tuition if it is needed to reduce your tax payable to zero. After entering your tuition and if you indeed have no tax payable, all your tuition will show as being carried forward in the Student Summary.

If tuition is entered or carried forward from previous years, CRA would apply it if it was needed in the first you have tax payable or remove it from the tax return if you did not need to use it. You should check the Detailed Tax Summary and if there is an amount on Line 323, it means you needed to use your tuition to reduce your tax payable. Nothing on this line means the tuition you entered is being carried forward.
