activation unsuccessful (unable to communicate with server) when reinstall Turbotax 2019 on Win 11

I have a valid installation key from the original package, downloaded the 2019 standard installation package today and ran into "activation unsuccessful (unable to communicate with server) ".

Repeat above steps for 2020 without any issue.

please help!
