Can I use Full service Premier for my husband and I (we have investments) and Full service basic for my kids (students with low employment income and TFSA)?

Yes, with full service Premier: 

• A tax expert reports your capital gains and other investment income
• A tax expert reports your foreign income.

Full Service Basic is for simple returns only. You can use that for your kids as long as they do not have any Tuition to transfer.
