I have cleared the cache and cookies from all three, edge, chrome and even windows 11 temporary storage and still did not work.

Are you running as Administrator? Are you using TurboTax Online or TurboTax Desktop/Download?

Is there any anti-virus or firewall software that might be blocking the connection?
I'm having the same issue. CRA imported fine, but Quebec same error.
