Does the balance due mean that we owe the government that much money? If it is in read is that a refund to us?

If the numbers are red and it says Balance Due, you owe taxes to the CRA. Green numbers that say Refund underneath means you have a tax refund. However, if you haven't finished entering all your information, then that number could change by the time you complete your return.
