For the solidarity tax credit of 2018 do I declare only the 2 payments that I received during that year or the 4 in total(plus the 2 paid during 2019)?

My Avis de determination has 4 payments to be paid. 2 in 2018 (July & October) and 2 in 2019 (January & April)

You would declare the two payments for 2018. The 2019 payments will be declared on your 2019 tax return.
