I am completing a return for my deceased father and it is asking me for his residency at Dec 31, 2021. He passed away Jul 3rd. What do I do?

We'd like to first offer our sincere condolences for your loss. For the residency at Dec 31, 2021 you have to select the same province in which the deceased person had lived before or at the time of death.
