I did freelance work for company based in United States (through upwork) but total was < 30k. Do I need to claim this? If so, where?

The answer is Yes, you still have to report your income to CRA asa freelancer.
You are able to claim aforeign tax credit to reduce double taxation on the same income. This tax credit offsets the taxes paid to a foreign country, provided atax treatyis in place with that particular country.
