I have applied for my Canada Workers Benefit, it shows as a credit on my detailed summary but not as a refund? Am I eligible for a refund?

The Canada workers benefit (CWB) is a refundable tax credit, but your refundable credits are used to reduce any balance owing (Step 6 on the T1). So it's possible that you qualify for the CWB, but still end up with no refund or an amount owing.
