I have paid close to 29000 cad in tution and earned around 6000 in income last year and im only getting 221 in tax refund, did i miss something

Tuition credit is a non-refundable tax credit which is used to reduce your taxes payable. since you only had $6000 in income, you most likely getting the tax deducted from your income as refund and none of your Tuition credit is being used. Any unused Tuition amount will be carried forward to future years to reduce your future taxes.
