Hello,

If you chose the option as a non resident of Canada, the system won't enable you to complete a return,

If you were a considered to be a resident of Quebec during the year, and that you moved to Belgium afterwards, you can complete a Federal and Provincial return stating your departure date from Quebec. You will need to state that you were a resident of Quebec in order to be able to file the return.

Have a great day!
