I'm factual resident of Qc but my perm address is outside Canada. How can I bypass Solidarity credits since I don't physically live in Qc? Can't leave blank to progress

I'm a factual resident of Quebec and my permanent address is outside of Canada.  To us the Turbo Tax provincial package I must use my old Quebec address.  Turbo Tax now wants to verify my eligibility for the Solidarity Tax credits but will not accept that my permanent address is not in Quebec.  It says I must not fill out the form yet won't allow me to progress without giving a Quebec address.  How can I bypass?
