I purchased Intuit TurboTax Premier (includes 12 returns). I only used 2 returns; can I give the balance of the returns to someone else?

If you have purchased a Desktop Version, it could be installed up to 3 devices using the same licence code.

If you have purchase a TurboTax Online version, Someone else can also prepare their returns but you will have to give them an access to your TurboTax account logins and they will be able to see your returns and vice versa.
