Is tax shield for everyone or for someone specific?

I found this year is 0 but last year was more than 10k. I did get more pension this year. Is that the reason?

As per Revenu Quebec- The tax shield is a refundable tax credit that offsets a decrease in certain tax credits caused by an increase in your work income. The tax credit for childcare expenses, the work premium and the adapted work premium are the tax credits affected by an increase in income.

The tax shield is a refundable tax credit. If you would like to receive it, check box 99 of Schedule C or box 5 of Schedule P when you file your income tax return. We will calculate the amount you are entitled to. If you would like to see how much you could receive, complete form TP-1029.BF-V, Tax Shield.

Important

If you complete form TP-1029.BF-V, do not enclose it with your income tax return. Do, however, keep it for your files.
