My mom receives disability CPP and lives with me. Can I claim her as a dependent?

My mom is receiving disability CPP due to being depressed.  She has a T2201 signed by her doctor.  She is able to perform daily functions, but doesn't work due to being depressed.  For this reason, she moved in with me I pay all the household expenses.  

Am I able to claim the amount for an eligible dependent and the caregiver amount in this situation?

She was denied the disability tax credit because she can perform daily functions, but I'm not sure what to select then in regards to mental or physically infirm.
