Receiving Shelter payments considered Rent?

My 19 year old grandson lives with me and he is on Ontario Works. He gets money for shelter and pays that to me, I provide food and everything else.  Do I need to claim these payments as rent?

No, you don't need to claim it, since he is not paying market value for rent.
