T4 Box 14 Empty, Box 17 and 26 filled

My wife was on mat leave for all of 2019 but CRA imported a T4 from her employer.. the T4 has boxes 17 and 26 filled but box 14 is empty.  I can't file and am getting an error with box 14 empty..help?

What is the exact error message that you are getting when you try to file?
