You can’t choose how much of the tuition credit you can use. If you have taxes owing, then it will be used to reduce those taxes (to zero if possible). Anything left over will be carried forward to be used in future years.

There's actually something wrong. 

Because when I zero out or fully apply my tuition, there is no changes in my taxes, and line 323 on the final tax form is still 0.  Futher the Student profiles shows that i have Tuition money, but it is not being claimed.

There's something wrong with turbo tax student tuition claims.

Update - I spoke a Turbotax rep, and he said that since i had tax oweing back to me, hence the tuition claim has no impact.  It only helps if you have tax outstanding.
