Value in line 43100 not corresponding with Value in Foreign Tax Credits Worksheet

The value in line 43100 of the T2209(S) form isn't corresponding with the value in the "Foreign Non-Business Tax" section of the "Foreign Tax Credits Worksheet". Should these values match? If not, where does the value in line 43100 come from?
