I also have this issue. I called support they said they would submit a ticket and someone would get back to me. It's been two days and I have not heard back.
The weird thing is my mom filed hers through my account but on her computer and didn't have any issues.
I have tried both on my computer and my phone and get the same message. It won't let me submit without reviewing
I am having the same issue and tried signing in on a different computer and still get the same message. Very frustrated. I called and spoke with a rep that started a ticket but nothing is helping.
I did my daughters and sons and both them want efil and can't print tell a message come up march will have fixed they missing a fill ..
@queenmich166 You can see a list of Forms that still locked here: Why does TurboTax say my forms are locked or haven't been finalized? We're working hard to finalize these forms to align ourselves with CRA requirements, and we hope to have them ready soon. We appreciate your patience.

None of the forms are locked I filed my mother in law's on Wednesday then literally went to file mine and I got that error. This is the busiest time of the year for taxes and you have a program that is not working? I have called 3 days in a row to the customer service number and I keep getting told that they are working on fixing this and other ppl are having the same issues.
I am using the turbo tax 8 return box I purchased at Walmart. I have done the screen sharing with someone from customer service as well.
after call with support, finally it get solved, I need make a copy from original return and make a new return, skip all product choice, then it works, most like when original return create, it choose different license which I buy.

I used the same solution of creating a copy of my return and submit it again. It did work, but it is not an acceptable solution. I used this software for more than 20 years and had no issue. I think it is a bug that should be addressed. Reach out to me if you need more details.
Happy u got some place i talk someone and told me the end march be fixed and nothing he do and said good by .. I get shot happens to programs but I spent all money to do mying family's talks for not to work .
I am also getting this error message at the review stage! Very frustrating. I have restarted, refreshed waited till another day. Is there some fix to this?
