TurboTax is saying that you cannot NETFILE if you need to submit a T1198. The CRA website says nothing to that effect. And why is the form available within Wealthsimple and you can NETFILE? The bottom line is TurboTax has dropped the ball and lost, what was a long-term customer. One last point: it is very annoying and unfair that you demand payment and then declare that a tax submission can't be made. Actually, I would say it is unethical.
These forms are still locked by CRA & RQ and not finalized by yet. Please refer to this link Why does TurboTax say my forms are locked or haven't been finalized?
We do not have any ETA on this yet but as soon a these forms gets finalize we will be updating them in TurboTax for an accurate calculations.
We appreciate your patience.
Thanks for choosing TurboTax.
Then if they are locked why are other posters saying they are having issues entering data into the form in Turbotax. Is the t1198 locked or not?

Well why are you accepting payment when you cannot finalize the service you are providing??
I am wondering this too, I asked for a refund and was told that I need to fill out an application and apply for a refund.
I paid for a service and I would like to receive the service that I paid for. This is frustrating.
@gypmina The forms are not finalized by CRA and our team is working on updating the forms as soon as CRA finalized them. We were not aware that CRA will take that long to finalize these forms. We appreciate your patience.
Please let me know when they are available so I can finalize my taxes,
Thanks in advance
I do not understand this answer, as the CRA has posted the T1198 form on February 19, 2025 - found here on their website:
https://www.canada.ca/en/revenue-agency/services/forms-publications/forms/t1198.html
I, too, am frustrated that I was forced to pay to "Deluxe" rather than the free version due to these forms - not to mention, payment was required/ taken before I was advised that I would not be able to submit since the forms are locked.
Others using different platforms (i.e; Wealthsimple) have successfully done submissions with these same forms.
In summary: it appears that this delay is everything to do with TurboTax - not the CRA.
FYI, I called TurboTax yesterday. They told me to expect the forms to be ready by mid-march.
I asked if we would be notified by email when the forms were ready / we were able to submit our returns -- I got an answer stating that "it would be way too much work to notify every user that they would be able to submit their taxes. You will just need to keep logging in and find out"
I didn't think automated emails would be a challenge, but guess I'll be logging in daily !
How long (days/weeks/months) do you anticipate it will take for the forms to be ready? It is frustrating that the message informing me that I would not be able to submit my tax package wasn't provided until AFTER I submitted payment.
I am not patient. I was able to file with wealth simple with no issue. I want a refund but your associates do not answer my requests.
I went with Wealthsimple as well. Turbo Tax is very slow with the updates and their cost have become ridiculous. Anything minor they force you to upgrade to deluxe for over $100.
We value your feedback. T1198 is still locked by CRA & RQ and not finalized by yet. Please refer to this link Why does TurboTax say my forms are locked or haven't been finalized?

Is this form open now? I am not showing being locked anymore but cannot figure out where to enter the T1198 information online at?

I am also having issues with T1198, I tried to put 2024 in the Year of payment field, and it tells me that it is not a valid entry.
At the top of the form in TurboTax, it seems to appear to be updated and indicate you can submit with T1198.
I called into the support line. I was told by the support agent to wait and that the forms are not ready from the CRA until the end of March.
I wonder if the software has not been updated to accommodate the change.
I have the same question. I believe I have entered the information correctly from my letter, However the year for payment will not accept 2024... only up to 2023??
The Statement of qualifying retroactive lump-sum payment (T1198) is now available and unlocked in TurboTax Online.
It is available in TurboTax Desktop in Forms mode, but it's still locked. You can see a list of forms that are still in development here: https://turbotax.community.intuit.ca/turbotax-support/en-ca/help-article/tax-return/turbotax-say-forms-locked-finalized/L9h4thZZJ_CA_en_CA
Is there an ETA when the T1198 will be unlocked/ available for input for 2024 input?
A call to CRA suggested that people with Capital Gains can't e-file their taxes until after March 14. I know this isn't the same issue at the T1198, but that leads me to believe that all of the CRA forms won't be finalized by CRA until that time. So, I suspect that all of the TurboTax forms will be unlocked after this date. Folks - this is not a TurboTax issue - this is a Canada Revenue Agency issue.
It’s available but getting error even
with the correct data
