Why don't I don't get the refile button?

I did my return jointly with my wife and couldn't netfile her return, but I was able to netfile mine.

The ReFILE button will appear once you both successfully NETFILE.  The ReFILE option would apply to both of your returns, so that is why it is unavailable until you are both eligible.  If your wife will be printing and mailing her return to the CRA, you can always use Change My Return within your CRA account.
