why Intuit deluxe online edition is charged $21 per return when if I buy Deluxe Online Edition at staples, I can file up to 8 returns for $39?

There is a discrepancy in pricing if I buy the product directly from Intuit vs if I buy the same product in store? $21 per filings vs $39 for up to 8 filings... Why?
