My balance due is higlighted in red, is that the amount I owe to the governement, or is that the amount of refund I am getting back?
Red means an amount you pay to the government and green means a refund you will receive.

Red means an amount you pay to the government and green means a refund you will receive.

My tax owing is -$2900 and is red…this makes no sense.

Did you complete a joint return? What the -$2900 in red is telling you is that one person is getting a refund and the other must pay. When the refund is subtracted from what is owed, there remains a balance owing of $2900. You can't pay just the net ($2900), you have to pay what is owed (see your tax summary in the review section) and then wait for the other person's refund.
