My daughter is 18 , and still in high school the only income she gets is from the childrens pension t4A (p) it is under $3000 does she need to file her taxes ?

since she turned 18 in june 2017 may I still claim her as an independent ?

Technically, your daughter is not required to file her tax return as she will not owe for taxes.

However, remember that by not filing, your daughter will miss out on credits due her.  In your daughter's case, if there is no tax shown as withheld on the T4A(P) then she will not get a refund...but by filing her tax return, she is automatically eligible for the GST credit once she turns 19.  Filing your daughter's 2017 tax return will ensure that, in July 2018, after she has turned 19, she will begin receiving quarterly payments of the GST credit.
