Can my parents use my tuition as a deduction if I am going to school in the USA? What rate do we convert it?

I am a canadian resident and filed my taxes in Alberta but have no income.

Your parents can certainly claim your unused tuition.  first you have to obtain a signed cra form TL1A from your school. You may have to provide this form to the school since this is an international school.  to be eligible your study must lead to a university degree and not college degree.
