Does US resident need to report the dividends income from Canadian RRSP account on 1099 Div as taxable income when file for US tax?

I am US resident and I hold Canadian RRSP accounts, which I receive dividends quarterly. I understand that I have to file form 8938 and Fincen 114 for US Tax. I don't know how to elect to defer the income from RRSP account and I am not sure if I need to pay tax for the income. Any help would be greatly appreciated.
