Claiming application and assessment fees for employment?

My partner was employed as a registered nurse outside of Canada immediately before immigrating to Canada.  To continue working as a registered nurse in Canada she had to pay an application fee to the nursing union as well as a nursing assessment fee.   Without paying these fees she would not be allowed to work as a registered nurse.  Where would we claim these fees?  Line 212?
