Moving expenses carried forward from 2017 are claimable against your 2018 eligible income. The income earned from the employer that you relocated to work for.

Yes, but do I enter my 2018 income into box 22 or do I enter 2017 income into box 22?

use the 2018 income from box 14 of your T4.
