I used spousal amount as my spouse have no income. Why it still shows non refundable tax credits in her return too?

I have income but my wife does not have any income. I used spousal amount as guided by TurboTax. After completing the returns I see I have used 23,618 as my federal amount and my wife's return also shows $11,809 as federal amount and non refundable tax credit of $1,771.35. Is it okay?

Yes, without knowing specific's of your return this looks correct. The $1,771.35 is exactly 15% of the $11,809 which is the non refundable tax credit.
