What happens if turbo tax says I get a refund but I did not pay ant taxes last year

Well I had a bad year in my sole proprietorship and looks like it say I get a refund of 540 bucks.  I did not pay any instalments to CRA.  

Do I just submit says refund ?

Yes, you should submit your return to the Canada Revenue Agency.  If you are entitled to a refund, they will issue it to you.
