My husband lost his leg in December 2018 and couldn't work a day in 2019. Can I claim him as a dependant?

No. You can't claim your spouse as a dependant. However, it’s likely that you are eligible to get the spouse or common-law partner amount, if he had no income and was dependant on you. If you are preparing your returns together, then you’ll automatically get the credit if you are eligible. This FAQ has more information on the spouse or common-law partner amount: https://turbotax.community.intuit.ca/community/family-health/help/what-is-the-spouse-or-common-law-partner-amount/00/873714

If your husband has a has an approved Form T2201 on file with the CRA (or a signed statement from a medical practitioner), then you may also be able to get the Canada Caregiver Amount.  This FAQ tells you how to claim the Canada Caregiver Credit for a dependant: https://turbotax.community.intuit.ca/community/tax-credits-expenses/help/how-do-i-claim-the-canada-caregiver-credit-ccc/00/873768
