If Microsoft is blocking the download of TurboTax software, it's likely due to security settings like Windows SmartScreen or firewall restrictions, and you can try temporarily disabling them or running the installer as an administrator.  If your device is in S mode, it might restrict the installation of software not from the Microsoft Store.
