I moved to Canada in 2021 September from UK. For reporting income tax prior to the move, do I need to declare foreign income although tax has been declared
My spouse and I both have P45 from UK employment, declaring the income and tax paid. Do we still need to input income? And if so, which of the amount is needed for filing Canadian foreign income? (Income or Net Income)

Yes, you will need to enter your income from the UK on your Canadian tax return, but you will not be taxed on it. Your income will be used to determine your eligibility for certain credits.
For most income types, you’ll be asked for the net amount.
