child does not need tuition amount to lower tax paid, going to transfer to parent who has enough deductions not to have to pay, is this amount then wasted on parents tax
no transfer is required in this, tuition credit will be carried forward to future years to be used BY CHILD (after rollover , it cant be transferred to anyone)
