As per our TurboTax article: Who are Considered Dependants? Generally, if the person lives with you and relies on you for financial and physical support, you may be able to claim them as a dependant. 

As for claiming them when they are not a resident or Canadian citizen, you may need to contact the Canada Revenue Agency (CRA) at 1-800-959-8281.
