Are changes specified in budget 2016, reflected in turbotax?

No. Only changes affecting the 2015 tax year are included. CRA T1 guide explains these.

For example, Child dependant non-refundable crdeit is removed for 2015.

The changes announced in the 2016 budget, and subsequent additions that may become law, will be included for 2016 tax year, yet to complete.
