Can I amend my 2021 Federal and NY State Taxes but I never paid the taxes that were due. The online form presumes that I paid my taxes and wants to issue me a refund

I am using TurboTax's 1040-X form to amend my federal taxes.  I am also using Turbo Tax to amend my NY taxes.
