I filed 2016 taxes for myself/home business and for my wife. I was wondering if both applications are complete and in place? When will CRA receive my application?

You may have prepared the tax returns...but you haven't filed them yet.  The NETFILE option is activated by CRA on February 20, 2017.  You will be able to log into your returns as of that date and file them.
