Is "CRA My Account" the same as "My Service Canada Account"?

No. These are different services from each of two Federal government agencies.

Canada Revenue Agency (CRA) MyAccount provides tax information.
My Service Canada Account (MSCA) deals with EI, CPP, OAS and other government services & benefits.
