The online system is forcing me to upgrade even though I don't need or want one. How do I bypass this?

The online system is forcing me to upgrade even though I don't need or want one. How do I bypass this?
The system seems to think I want to report a T3 but I don't. It won't let me bypass that page in the Deluxe version.
