How do I claim if I didn't receive a T4A for either? I received two sources of scholarship, bursary/loans for the 2023 year.
I studied in the States and received a 1098-T with an amount reporting for scholarships. I also received a bursary from the Quebec provincial aid (AFE). I do not see anywhere in TurboTax to include this information as neither of them have a T4A and there doesn't seem to be anywhere else to place them. As far as I understand, they are non-taxable but still should be reported.

Getting started
For you Quebec provincial aid, you should have received a Relevé 1 (RL-1) and T4A. You may want to contact them to see how you can get those slips.
For your US tuition, you'll need a TL11A, TL11C, or TL11D to claim the tuition, as the amounts on the 1098-T are not necessary as what you can claim in Canada.
Foreign income can be entered on the foreign income slip.
