Using Windows 11 with default firewall and antivirus.
Temporarily disabled the firewall and added the whole TurboTax 2018 installation folder to windows defender exclusion list.
Deleted TTConfig.ini from the ProgramData folder.
Relaunched TurboTax 2018
Reentered the Installation keycode
Attempted to activate, same screens popped up directing to phone activation.
Thanks for the reply, still stuck on the activation.

Unfortunately I was unable to answer my phone for the call back.
However I was able to resolve my activation issue today by calling customer support.
I was directed to a support link (updated three weeks ago, thanks!)
The tool in the support link for 2018 and earlier worked for me with a valid Installation Key I had with the original installation cd.
