There is more to this then is being told. I do IT and CTO roles for a living. This should not be this hard.
There must be another DLL or something that Turbotax needs that needs rights escalated or something. Visual C++ has gone past with lastest windows updates the version you have stated above, and that version is backwards compatible.
Escalate to the tech team they need to resolve this!!
