does turbo tax netfile includes form T2038, I have a carry back ITC that I am claiming against a prior year.

I would like to know if first my 2025 filing need to be assessed and then I need to claim the ITC carry back, and can it be done all at once

If you are using TurboTax Online, , you can use the search bar on the Tax Return home page to search for Investment Tax Credit.

If you are changing your 2024 return, you just have to make sure that you have your NOA for that year before using ReFile.
